HiRUC, The State Department of Transportation’s 3-year Research Into Road Usage Charges
Ging Ging Fernandez, principal consultant for Dartagnan Consulting and project manager for the Hawai’i Road Usage Charge Project (HiRUC), has over 19 years of experience in the transportation and communications engineering industries. 
Ging Ging will be speaking about HiRUC, the state Department of Transportation’s three year research into road usage charges, which is an exploration of charging drivers by the mile versus a tax by the gallon at the pump to maintain Hawaii’s roads. 
She is a seasoned project manager with experience overseeing system deployments, transportation outreach and education, and conducting transportation research. Ms. Fernandez most enjoys working in cross-cultural environments to achieve consensus amongst a wide range of stakeholders. She has worked in Asia, Europe, Abu Dhabi, and across the United States. Ging Ging led the development of international transit ITS standards through the International Organization of Standards (ISO) for many years and also served as a US delegate to the International Telecommunications Union.
She also supported the US Department of Transportation and public transit agencies on systems engineering and standards. She has worked on vehicle emissions and health impacts, impacts of all-electronic tolling at the Golden Gate Bridge, congestion pricing, and technology in safety applications. Ging Ging is a board member of the Hawaii Women in Transportation Seminars and is a member of the Project Management Institute Honolulu Chapter.
